Title: good image program?

Does anyone know of a good program I can download to edit pictures? I basically just need something that can do red eye!

MicroSoft Picture It! does a good job with red eye.  Not sure if it's a free download though.

I have this picture I want to send to someone, but it has really bad red eye... can I send it to someone who could get rid of it for me? Please?
