Title: recent new error notice

I've been noticing lately I keep getting this message on the very top of the page.

oof, Kelly updated php and it made some stuff unhappy.  He gave me a workaround on the main nh.com site until I can go update some stuff but i didn't realize there was an error over here too.  will check it out.
