i would say "yes".  The hours i normally go i seem to consistently hit the maintenance window(s).  Also... i get errors all the time so i think that would count as being down as it isn't fully "up" :)

Did the other board just completely crap out tonight!  The same thread has been at the top for at least a half hour now!  Sheesh!  No wonder I've seen quite a few people here tonight.
