Behaviour is the british way of spelling behavior. So it's really not incorrect technically. But Webster just haaad to seperate American English from the King's English and had to omit letters in the Amercanized spelling.

I just have this picture in my mind of Webster back in the day going, "I'LL CHANGE BEHAVIOUR TO BEHAVIOR! OHOHOHO! I'M BRILLIANT! IT'S SOOO DIFFERENT." lol

As far as I know, it was posted in some dude's blog. I don't have the link I'm afraid. It is still debatable as to whether it is real or not.
