How do I make a thread sticky?

If I am correct, only moderators or admins can make threads sticky. Sticky threads are threads that usually have some importance to the board or topics that deserve to be at the top at the time.

a long time ago when i just registered to this board, i think anyone could make stickys...
im not sure though..

...not that it matters anyway...

Nah Andrew...I don't think you could....But it made me remember my first time on any message board....The Linkin Park Message Board....I typed in a subject like this
"Sticky:_______" Of course there was words replacing that line...haha!
