I use animation shop (jasc) most of the time... but I've also been experimenting with image ready (adobe) which is what I made my sig, and katia's banana sig with.

If you want to start out trying to do animations I would probably suggest animation shop, because its pretty easy. Plus you can get a free 30 day trial of it.

I use Ulead and Jasc. Ulead is gud because it give u better quality gif at the end than Jasc.
