It means they are the main act or band. It is more or less the opposite of an opener. Usually a more lucrative or influential band will be the headliner, while they will invite a band to play for/with them as an opener. It is not always that way. (just trying to explain it)

It means she might have someone open for her, maybe not. That means another person or band might play before her. She might invite one or more people to play a set before her. Or she could be by herself. It just depends. I don't know much so I can tell you what the case will be.
Being an opener is less of a commitment. A person could be on tour and have several different people open for them at different shows. It's great for bands who are not well known or who don't want to do or follow the whole tour for whatever reason. It varies. It means people are going mostly to go see her, in this case. Usually the headliner has a longer set for that reason. But I don't know anything, I'm just answering your question of what a "headliner" is.
