Like you, I feel that, once a company hires someone and their ineptitude becomes apparent, the managers are in a spot. Many times, someone is an f up but not enough to be fired. So what happens? They are put in a place where they can do less damage(the more menial tasks). It is true of TV as well as anywhere. Firing someone, especially in our "eternal victim" politically-correct world, can be difficult, thus people with an IQ just north of a dropcloth stay employed for years.
It's also important to look at this as a record company would. I'm sure they see an artist bulletin board as a money pit, thus the unquestionably inferior board.
In this case, Fullerene most likely has a contract with UMG and/or Interscope, and short of the site failing 100% they can/will do nothing. Noone's bread is buttered by the VCMB.
That it is underutilized as a marketing tool is just a shame.
