I think the Japanese market is a huge one in terms of sales. I don't have figures but I'm pretty sure about that.
Also Japanese buyers are known to be "super fans" (in general) and the industry seems to agree with that, that's why they always get special editions and bonus tracks.
Give it a try: take a look at a cd's tracklisting (pretty much any cd) and compare it with its Japanese version: there are 90% chances that it's gonna have at least 1 extra track (unreleased song and/or remix).
Another thing is: pre-orders are common there if I'm not mistaken. Sometimes it happens that an item can be out of stock even before it's released!!!

To sump up, I'm not surprised they always have the release dates for both the single and the album.
